Ever seen this error when debugging a web app in the VS.NET IDE:

Error while trying to run project: Unable to start debugging on the web server. You do not have permissions to debug. Verify that you are a member of the 'Debugger Users' group on the sever.

Well, search the net and you'll get 100s of hits talking about .NET debugging options, IIS configurations, permissions, admin access, etc.... In my case everything checked out and still no luck. Well here's another cause of this error: adding http://localhost to your Trusted Sites list.... Yup that's right. Sounds simple, but that's what did it in my case....

Cool, thanks. You just saved me a few hours of frustration. Also just for clarification, "Require server verification (https:) for all sites in this zone" must also be unchecked in Tools>Internet Options>Security>Trusted Sites>Sites.

Hi,
I get a similar error : "Unable to start debugging on the web server. THE PROJECT IS NOT CONFIGURED TO BE DEBUGGED."
I have
- set debug="true" in web.config
- set Integrated Windows Authentication in IIS
- set project properties to enable ASP.NET debugging to true
- added localhost and 127.0.0.1 to my intranet sites

I can debug one of my older projects but not the new one. The only difference between the 2 is that I had changed my computer name. But even then, I am able to debug my old project now also..

Any ideas anyone.. help please!

This helped steer me in the right direction.
I was getting the:
"Unable to start debugging on the server. You do not have permission to debug the server." error...

Fixed by resetting my browser security settings to default values. Not sure which setting in there caused the problem.

I'm sure I did it though, cause I had been debugging just fine for week and then .. BAM!

Thanks all for putting me on the right track, unfortunatly still could not get debug to work for 127.0.0.1 - even after setting it as a local or trusted site in i.e. and checking all the IIS settings.

However this work-around from Microsoft http://support.microsoft.com/default.aspx?scid=kb;EN-US;319842 did work ( beware of the security implications of this setting in i.e. - I would set it back after you have done your debugging)

Worked for me.
Had to add http://localhost to the Trusted list, then reset IIS (ran iisreset).
Then debugging worked.
I noticed that I was able to then remove the newly added entry from Trusted list, and debugging still worked. Maybe it will stop after rebooting...

After installing SP1 on Windows Server 2003 debugging would no longer work over a UNC - even though everything was trusted in IE, .Net Configuration, etc.

After several hours and much google it turns out to be that I didn't have a default DNS suffix associated with my machine name. (Don't have AD installed either.) Anyone else seen this?

I had a very non-descript error, simply stating 'Error: Could not start debugging on web server. Click Help for more information.'

Not very useful, after looking at the word doc a couple of times and getting steadily more frustrated, and so more meticulous I noticed a line that said...

'Case 2: Please check whether “Enable HTTP Keep Alives” option of IIS is checked or not. If it is turned off, you may need to turn it on and try your debugging again.'

This worked a treat but I missed it the first couple of times. Duh!

One case which I cannot find mentioned on this page or in the whitepaper, is when you are running more than one version of .NET on your computer. If you are running VS 2003 and .NET 2.0 on the web, you won't be able to debug.

In WinXP Pro, you change the .NET version in "Internet Information Services".

1. Right click your web
2. Choose properties.
3. Go to the ASP.NET section.
4. Change the .NET-version to the one that suits the Visual Studio you are using. Typically 1.1.

Someone should add it to the whitepaper, in the interest of keeping it a complete guide.

First i had to go to the virtual directory on IIS and 'Create' the application...

Then add the local zone trusted sites http://localhost

After installing vs 2005 I was getting this error on my 2003 projects.

Solved it by going to IIS - the website - properties - ASP.Net tab and switched the asp version back to 1.1.433 (it had be defaulted to 2.0)

That fixed my problem.

The "Unable to start debugging on the server" error may occur in VS.NET 2003 after the installation of SP1 on a Windows 2003 server.

Take a look at this article for a resolution: http://support.microsoft.com/default.aspx?scid=kb;en-us;896861

With the reference to the http://www.gotdotnet.com/team/csharp/learn/whitepapers/howtosolvedebuggerproblems.doc document, this suggested I changed my IE Security settings to "Automatic logon with current user name and password", I had it on "Automatic logon only in Intranet zone."

I have had all of the above problems various times each over the last 4 years and now it struck again, like thunder from a clear sky. This time it was: "Error while trying to run project: Unable to start debugging on the web server. You do not have permissions to debug the server. Verify that you are a member of the 'Debugger Users' group on the server".

None of the "standard" work-arounds worked. So I reset all MSIE settings to default (internet, intranet and trusted zones). Finally, I reset the "User Authentication --> Logon" setting in IE to "Automatic logon with current username and password" for the internet zone. And that is what did the trick this time.

Needless to say I am anxious to get my web applications converted to VS 2005!

Interestingly, on my configuration, after an upgrade to IE7 with VS 2003, I started getting an error about trusted sites. I added localhost as a trusted site and then started getting the "add yourself to Debug users" type error. I removed localhost as a trusted site and then debugging came back to life. wtf?

I did the same and still was thinking what a POS. I have been messing with this on and off forever, but out of curiosity I tried one more thing and that was to:

Internet Explorer -> Internet Options -> Security -> Reset all zones to default level

and wala it finally works!

We run Novell and with all the patches and releases that go on, as well as Microsoft stuff, things can get screwed up. But a final remedy is to "Reset all zones to default level" as well as add the appropriate sites to the "trusted sites" list.

I tried most of the suggestions (after installing IE7), but the trick that did it for me was (as indicated above by Christian Torvnes) - I reset all IE7 settings to default (internet, intranet and trusted zones), then I reset the "User Authentication --> Logon" setting in IE to "Automatic logon with current username and password" for the trusted sites zone. I get this error, and what is strange, it didn't happened immidiatly after installing VS 2005, but about a week or two afterward (I was still debugging vs.net 2003 projects fine just after installing 2005). What's strange is I just get: "Unable to start debugging on the web server. Click help for more information". Clicking help provided me no useful information (topic not found or something). What I'm wondering is, how can I get back to debugging my vs.net 2003 projects? I like the comment by several readers to 'uncheck ASP.NET debugging', but doesn't that defeat the purpose of resolving the issue. If I wanted to run my application without debugging it, I would just "Start without debugging" from the IDE. If anyone has come across a similiar issue (ie. the uninfomrative 'Unable to debug on webserver' error, etc.) your help would be greatly appreciated. Thanks to everyone for their input on this.

The problem reoccurred for me.
I found this page, which helps you with a lot of different debugging issues
http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dv_vstechart/html/vsdebug.asp

in the end, adding localhost to the 'local internet' sites and clicking 'reset all levels to default levels' is what worked.

Im on the verge of building a second box w/out ie7 for the sole purpose of 1.1 apps.

Question :Error while trying to run project: Unable to start debugging on the web server.

Here is what worked for me:
- Go to Internet Options -> Security Tab
- Click 'Reset all zones to default level' button
- Then go to Local Intranet on Security Tab and click 'Sites' button
- Uncheck 'Automatically detect intranet network' and make sure other checkboxes with 'Include ...' are checked.
Apparently with automatic options is checked, windows doesn't recognize localhost are as local network and putting it in Trusted Sites is not going to work.
Hope this helps.

Thanks for all suggestions.
My scenario is 2003 & 2005 installed & working, only noticed this problem ('Unable to start debugging....') after going back to a 2002 project. IE7 was installed at some point, but don' tknow if this caused the problem.

Solution for me was to ensure that 'Integrated Windows authentication' was checked (on) for the virtual directory hosting the app. So that's virtual dir properties/Directory Security tab/Anonymous access and authentication control/Edit.

Thanks again, would have been lost without these pointers.

Another reason is the Framework configured in the Application Pool that is running the WebApplication.

For me that worked... I was running an application in Framework 2 but it was made in VS2003, so I changed to Framework 1 and it fix the problem

After 2 hours of research, finally resolved. The MS article: http://support.microsoft.com/default.aspx?scid=kb;EN-US;319842
led to the resolution. It said to change the Custom Level "User Authentication...Logon" setting to "Automatic logon with current username and password" for the Internet zone. That didn't work, but setting it for Trusted Sites and/or Intranet zones did work. Thanks all for posting to this blog - saved the day!
