Took me a while to figure this one out . . . but in the process of trying to upgrade an NT 4 domain to Windows Server 2003, the only CD available to me at the time was the Dell OEM CD that came with the new server. Every time I launched setup I was presented with the error:

“Windows Setup does not support upgrading from Microsoft Windows NT Server to Microsoft Windows Server 2003, Standard Edition.”

I read and read and read the release notes and sure enough it states that you can upgrade Windows NT 4 Server with Windows Server 2003 Standard Edition.
